This research investigates innovative da'wah policies aimed at enhancing the faith and morals of youth, particularly through the Kediri City Great Mosque Youth Organization. Utilizing qualitative methods such as interviews and observations, the study incorporates various philosophical perspectives, including idealism and humanism. Findings indicate that leveraging social media and AI technology, along with positive adult role models, significantly boosts moral understanding among youth. Specifically, the research highlights impressive engagement rates for example online learning, AI applications, and organizational da'wah activities. These results underscore the critical need for a digital approach to faith and moral education, emphasizing collaboration among families, organizations, and communities to cultivate integrity and strong moral character in future generations.
Bagus Satriyo Ghulam Falach Islamiati Hidayah Copyright (c) 2025 Policy and Maritime Review https://creativecommons.org/licenses/by-sa/4.0 2024-12-28 2024-12-28 64 82 10.30649/pmr.v3i2.72 Geopolitical Strategies In Maritime Policy: Implications For Security And Stability In The Indo-Pacific Region https://pmr.hangtuah.ac.id/index.php/jurnal/article/view/77
The Indo-Pacific region is a critical geopolitical arena, shaped by strategic competition, territorial disputes, and economic interdependence. This research examines the risks and opportunities for maintaining stability in the region, focusing on the implications of major stakeholders' strategies, such as China’s Belt and Road Initiative, the U.S. Indo-Pacific Strategy, and ASEAN’s regional policies. Using a qualitative approach based on secondary data, the study analyzes policy documents, reports, and academic literature to uncover key dynamics influencing regional security. The findings highlight significant risks, including rising tensions between major powers, fragmented ASEAN cohesion, and vulnerabilities to non-traditional threats such as cyberattacks and climate change. Conversely, opportunities exist through multilateral cooperation, economic integration, and technological innovations that enhance maritime security and sustainability. The research concludes that achieving stability requires balancing power dynamics, fostering inclusive dialogue, and addressing shared challenges collaboratively. By leveraging economic and technological tools while promoting transparency and trust, the Indo-Pacific can navigate its complexities to secure a stable and prosperous future.

Keywords: geopolitical strategies, Indo-Pacific, multilateral cooperation, regional stability
Aris Sarjito Copyright (c) 2025 Policy and Maritime Review https://creativecommons.org/licenses/by-sa/4.0 2024-12-29 2024-12-29 83 92 10.30649/pmr.v3i2.77 Efektivitas Satgas Pencegahan dan Penanganan Kekerasan Seksual di Kampus Universitas Nusa Cendana https://pmr.hangtuah.ac.id/index.php/jurnal/article/view/85
Sexual violence on campus is gaining more attention, as more people are concerned about the need for a safe and inclusive space for all members of the academic community. The Indonesian government has taken steps by issuing Minister of Education, Culture, Research, and Technology Regulation No. 30 of 2021, which encourages the establishment of a Task Force for the Prevention and Handling of Sexual Violence (Satgas PPKS) in every university. This study aims to examine the extent to which the Satgas PPKS at Nusa Cendana University (UNDANA) has been successful in its duties, namely preventing, handling, and providing assistance to victims of sexual violence. This study uses a descriptive qualitative method based on a literature review, collecting various sources such as regulations, scientific articles, institutional reports, and media news. The results show that although the Satgas PPKS at UNDANA has carried out several initiatives such as socialization and reporting, there are still several obstacles, such as limited resources, a culture of resistance, a lack of ongoing training, and an inadequate reporting and protection system. Therefore, improvements in internal policies, the capabilities of Satgas members, and better financial and material support are needed so that the Satgas PPKS can work more effectively. This study recommends the importance of cooperation from various parties and placing the perspective of victims as the main basis in creating a campus free from sexual violence.
Nuraini Kusuma Andriyani Copyright (c) 2025 Policy and Maritime Review https://creativecommons.org/licenses/by-sa/4.0 2024-12-29 2024-12-29 93 101 10.30649/pmr.v3i2.85 Penyusunan Perencanaan Pembangunan Pada Badan Perencanaan Pembangunan Daerah Kabupaten Bangli https://pmr.hangtuah.ac.id/index.php/jurnal/article/view/79
The Planning Agency of Bangli Regency plays a role in formulating development plans to realize the New Era of Bangli. However, this institution faces obstacles in the form of limited human resources and insufficient regional funds, which hinder the planning process. Therefore, this study aims to review and analyze human resource performance and budgeting as important factors in supporting the achievement of the New Era of Bangli. This study uses a type of qualitative research using data analysis techniques, namely Data Collection, Data Reduction, Data Display, Conclussion Drawing/Verifying which connects events and describes phenomena in the field that are the topic of research through observation, interviews, and documentation and uses organizational performance theory from Kumorotomo with 4 indicators, namely Efficiency, Effectiveness, Fairness, and Responsiveness. The results of the study show that Human Resources (HR) in the Regional Development Planning Agency cannot be fully said to be in accordance with the Efficiency and Effectiveness indicators because of the inhibition in the development planning process due to the delay in SIPD verification and lack of training in planning. Meanwhile, budgeting has been said to be running quite well because of the allocation of funds used according to needs in the formulation of programs and activities.
Ni Made Heryani Dian Indraswari I Wayan Sudemen Nyoman Sumawidayani Copyright (c) 2025 Policy and Maritime Review https://creativecommons.org/licenses/by-sa/4.0 2024-12-29 2024-12-29 102 111 10.30649/pmr.v3i2.79 Implementasi Peraturan Bupati Bangli Nomor 66 Tahun 2022 Tentang Penyesuian Tarif Air Minum Pada Perumda Tirta Danu Arta https://pmr.hangtuah.ac.id/index.php/jurnal/article/view/81
The Bangli Regency Government, through Perumda Tirta Danu Arta, manages water resources and implements Regency Regulation No. 66 of 2022 concerning Adjustments to Drinking Water Tariffs to improve clean water services and access. However, even though it has only been in effect for a year, this policy has led to complaints from the community regarding tariffs that are considered expensive and late payment penalties. This study aims to examine the implementation of this policy using qualitative methods and George C. Edward III's policy implementation theory (communication, resources, disposition, and bureaucratic structure). The results indicate that communication between Perumda and the community has not been effective, the budget is sufficient but there are no special funds for human resource training, Perumda only acts as a policy implementer without authority over tariffs, and a good organizational structure does not guarantee the success of policy implementation.
Luh Putu Astini Citra Dewi Manik I Dewa Ketut Suryawan Victorius Adventius Hamel Copyright (c) 2025 Policy and Maritime Review https://creativecommons.org/licenses/by-sa/4.0 2024-12-29 2024-12-29 112 119 10.30649/pmr.v3i2.81 Peran Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Ciamis Dalam Penerbitan Nomor Induk Berusaha Melalui Sistem OSS https://pmr.hangtuah.ac.id/index.php/jurnal/article/view/82
This study aims to describe the role of the Ciamis Regency Investment and One-Stop Integrated Service Office (DPMPTSP) as a facilitator of business legality through the implementation of the Online Single Submission (OSS) system, especially in the issuance of Business Identification Numbers (NIB). The background of this study is based on the importance of business legality for MSMEs to increase access to financing, legal protection, and market development. This study uses a qualitative descriptive approach with data collection techniques through observation, interviews, and documentation. The results of the study indicate that the Ciamis Regency DPMPTSP has made efforts as a facilitator quite optimally, especially in providing technical assistance, socializing the OSS system, and assisting business actors in the registration process until the issuance of the NIB. However, there are several obstacles such as limited human resources for business actors, lack of digital literacy, and limited network infrastructure in certain areas. The active role of DPMPTSP in bridging central government policies with community needs is the key to the successful implementation of the OSS system in the region. Therefore, it is necessary to strengthen institutional capacity and a more effective communication strategy to increase the participation of business actors in the legalization of their businesses.
Maha Shania Tara Gusmoi Asep Nurwanda Arie Budiawan Copyright (c) 2025 Policy and Maritime Review https://creativecommons.org/licenses/by-sa/4.0 2024-12-29 2024-12-29 120 129 10.30649/pmr.v3i2.82
