The development process involves many factors and is interconnected, so organized planning is needed from administrative readiness to plans or concepts for development. In preparing development plans to determine policy direction and goals, accurate and accountable population data is needed, so that the use of population data can achieve the planned goals. Population data contains population registration and other important events summarized in the Population Administration Information System. This research discusses using population data to achieve state goals, namely community welfare. However, population data does not completely match the reality of local residents, so it is supported by survey results by local government officials. This study aims to explore the integration of information technology, artificial intelligence, connectivity, and collaboration within military operations to construct an efficacious Smart Military Society. By harnessing the potential of ICT and smart technology, the Indonesian defense sector can effectively enhance situational awareness, decision-making processes, and response capabilities to address evolving threats. The collaboration with societal stakeholders, academia, and industries fosters innovation, adaptability, and the development of a technologically advanced defense industry. Through joint exercises and information sharing, the interoperability of defense forces improves, leading to coordinated efforts across different military components. Challenges such as cybersecurity measures must be addressed to safeguard sensitive information and critical infrastructure. The implementation of a Smart Military Society not only strengthens Indonesia's defense capabilities but also stimulates economic growth, promotes self-reliance, and enhances national security. The research method used is a qualitative descriptive research method. Data collection techniques in this research are observation, interviews, and, documentation. The data analysis techniques used in this research are data reduction, data presentation, and conclusion. The research aspect was adopted from Wayne Parsons' evaluation theory which consists of two factors, namely output and outcome. The results of research conducted by the author show that the Election Smart House Program is not optimal due to 1). Bengkulu people who are reluctant to participate in elections can increase participation and increase public knowledge regarding elections and democracy. 2). Several activities have not been carried out well. 3) only a few activity programs have been implemented so the impact felt by the community is not yet optimal. Increased population mobility will also affect, and there are still some providers who carry out their actions to install utility cables secretly without the knowledge and permission of the regional authorities. The government's efforts to handle and prevent messy cables are by accelerating infrastructure development and handling of messy cables in the Badung Regency area by establishing an Integrated Utilities Network Policy which is regulated in Badung Regency Regional Regulation No. 19 of 2016. This study aims to determine how the integrated utility network policy is in realizing community comfort in the South Badung area. This study uses a qualitative research approach method by examining primary and secondary data sources. The technique for determining informants in this study uses purposive sampling. This study uses the theory of policy effectiveness from Riant Nugroho. The results of the study indicate that the integrated utility network policy in realizing community comfort is quite good, which is based on the indicators of policy success that can be measured by the "five right" indicators, namely; right policy; right implementer; right target; right environment; and right process. But in its implementation, it is still not optimal, namely in the right target and right process indicators. The government has issued regulations regarding the Integrated Emergency Response System (SPGDT), but its implementation is not yet uniform. During emergencies, both medical and non-medical services needed by patients must be provided promptly. The Public Safety Center is a service for emergency cases conducted swiftly, accurately, and carefully for the community. Several regions that have implemented this service continue to develop the services provided to have a greater impact, one of which is the Public Safety Center of Tulungagung Regency, which currently implements the hotline service and the Emergency Button Public Safety Center 119 application, and from the developed services, numerous achievements have been obtained. Apart from the achievements of the developed services, the Public Safety Center of Tulungagung Regency is the first of its kind in Indonesia, thus attracting attention to see in detail how the implementation process of these services is carried out. The implementation analysis conducted in this research is based on Merilee S. Grindle's implementation theory, which consists of two major variables: content of policy and context of implementation, using qualitative research methods. The content of the policy also regulates the protection of children with special needs to get special needs met, equal rights, the same behavior as other children to achieve full social integration and get social assistance. The city of Surabaya which received the award as a Child-Friendly City for five consecutive times. In realizing the protection of children with special needs based on the achievement children's home program which was inaugurated in 2022 on Jl. Nginden Semolo no.23. Qualitative research with a descriptive approach aims to find out how the implementation of child protection policies in the city of Surabaya. The data collection process obtained from interviews, observations and documents is used as research data analysis. The policy implementation model according to Mazmanian and Sabatier is based on three influencing variables.
